Who takes responsibility for inclement weather in winter?

The purpose of the Executive Order on Inclement Weather in the Winter Period is to ensure that construction continues throughout the winter period and, to reduce seasonal unemployment. The Executive Order, forces builders and clients to ensure that construction of buildings (and certain civil engineering works) are carried out in the winter period. At the same time, it ensures the undertaking and use of necessary works and resources to avoid damage to the materials and structures of the building process.

Manage risks and responsibilities

This guide, which were developed in collaboration between all parties involved in construction, shows how to best manage risks and assign responsibilities in relation to payment of winter provisions depending on the building’s character and type. The guidance does not preclude payment made in other ways, but proposes how payment can be handled. The guide is intended mainly for clients/clients and their technical advisors/consultants. As in many other situations, the intention of the Executive Order on Inclement Weather in the Winter Period is best fulfilled by the building partners working together on both planning and implementation of winter provisions.
