The purpose of the Executive Order on Inclement Weather in the Winter Period is to ensure that construction continues throughout the winter period and to reduce seasonal unemployment. The Executive Order obligates clients to ensure that construction of buildings (and certain civil engineering works) is carried out in the winter period. At the same time, it ensures the undertaking and use of necessary works and resources to avoid damage to materials and structures during the building process.

The guide was developed in collaboration between all parties involved in construction and is intended mainly for clients and their technical advisors. As in many other situations, the intention of the Executive Order is best fulfilled by the building partners working together on both planning and implementation of winter provisions.

There is a need for clear guidelines on how costs for heating, covering, snow removal and other winter provisions should be distributed and documented. The Executive Order creates the legal framework, but practical implementation requires good collaboration and clear agreements between parties.
